I am requesting suggestions on how to address homeowners that rent their property and then disappear. They sometimes do not forward their new address or contact information making it difficult to contact them when there is an issue with the property. Trying to get the tenants to acknowledge the violation is not always effective. Issuing fines is a last resort as the tenant is receiving the letter and not the homeowner.
